Projects Undertaken:

1. Technical and financial evaluation of transmission projects with a cost of around Rs. 10,000 Cr. In Maharashtra:

  • Evaluation of the scheme as per need and technical feasibility.
  • Identify bottlenecks, redundancy gaps, and reliability issues.
  • Least Cost Analysis and Cost-Benefit Analysis.
  • Plan evacuation corridors and interconnection points.
  • Financial viability of the schemes is based on their payback, NPV, and IRR.
  • Adherence to the State Grid code and transmission planning criteria, as per CEA.
  • Compliances as per MERC guidelines, Capex Regulation 2022, etc.
  • Presentation of the scheme for in-principle approval before CISC, formed by MERC.

3. Business Plan of the State Transmission Utility of investment outlay for next 5 years of around Rs. 45000 Cr. :

  • Preparation of Detailed Project Report (DPR) for Transmission Schemes.
  • Estimation of Number of substations, transmission lines (voltage-wise), transformation capacity as per utility planning.
  • Bundling of Schemes and Prioritizing, Phasing and sequencing of scheme as per need.
  • Bottlenecks, aging infrastructure, lack of redundancy.
  • Preparation of Annual Capex plan through RTM or TBCB mode.
  • Assessment of management and organizational structure, operation areas, manpower and operations.

4. Solar Feasibility study for Grid connected Solar PV projects across utility Premises (Substation and Admin buildings):

  • Identification of the potential sites and also access the potential rooftop solar capacity that would be possible for installation.
  • Examine the Opex and Capex models, evaluate the feasibility of the options, and determine which option is likely to be more beneficial for the utility.
  • Preparation of a concept note for further approval from the Regulatory Commission, adhering to all the compliance and regulatory aspects as per MNRE and MoP.

5. Study of the tariff-based competitive bidding (TBCB) framework for intra-state transmission in Maharashtra:

  • Evaluation of overall Transmission Assets of Transmission Licensees in Maharashtra.
  • Assessment of State Plans for development of Transmission system.
  • Assessment of delayed projects and in state and challenges.
  • Policy and Regulatory framework for Transmission.
  • Study the key regulations and policies related to transmission, including the acquisition of a transmission license, and highlight key considerations for transmission system developers.
  • In-depth analysis of SBD/TSA (Billing & Collection, Payment security Mechanism, FM/CIL, Interconnection risks etc.)

6. Short Term Projects/Tasks:

  • Preparation of the report for identifications and framing roles, responsibilities, and activities of STU as per MERC (Framework for Resource Adequacy), Regulations, 2024.
