Key Achievements (2020–2026)

As a member of the State Expert Appraisal Committee (SEAC), I was involved in the scrutiny, scoping, and appraisal of mining, construction, and industrial projects under the EIA Notification, 2006. Following detailed presentations by project proponents and thorough deliberations, the Committee recommended eligible projects to the SEIAA for the grant of Environmental Clearance.

During the 2020–2026 tenure, SEAC achieved the following:

* Appraised and recommended 11,000 projects, including 1,800 previously pending cases.

* Conducted 2,068 online meetings, ensuring timely disposal of all cases—an achievement among the leading five states in the country.

* Project mix: 22% mining, 30% construction, and 48% industrial.

* Facilitated projects with a total investment of ₹2.27 lakh crore.

* Supported the generation of approximately 3.99 lakh employment opportunities.

* Enabled commitments of ₹4,000 crore under Corporate Environmental Responsibility (CER) for environmental activities across the state.

(1) Regulatory work administration and Monitoring and compliance enforcement related to:-

➢ The Factories’ Act, 1948 and the Gujarat Factories Rules, 1963

➢ An important segment of Environment Protection Act, 1986 pertaining to:-

a) The Manufacture, Storage and Import of Hazardous Chemical Rules (MSIHC), 1989

b) The Chemical Accidents (Emergency Planning, Preparedness and Response Rules (EPPR), 1996

➢ The Payment of Wages Act, 1936 and Rules there under

➢ The Maternity Benefit Act, 1961 and Rules there under

➢ The Gujarat Physically Handicapped Persons (Employment in Factories) Act, 1982

➢ The Building and Other Construction Workers’ (Regulation of Employment and Conditions of Service) Act, 1996 and Rules there under

(2) Heading Inquiry committees related  to major accidents as well as “Dangerous occurrences” along  with departmental officers (3) Site layout and equipment drawing review and release of approval notification and issuance of Factory Licenses.

(4) Reviewing of credentials pertaining to the potential applicants including chartered agencies seeking “Competency accreditation” for carrying out various types of checking, inspection and examinations covered under different sections. Interviewing and certifying them followed by monitoring of their works, studying log sheet entries and endorsing renewals on regular periodicities as applicable. (5) Administration work at Head and regional offices throughout the tenure. (6) Successfully striving and achieving the Abolition of child labor in the registered factories

Annexure – 2 Achievements in Brief

1. Formulated drafts; Compiled them, reviewed, updated and got approval from concerned authorities with State Crisis Plan as per Chemical Accidents (Emergency Planning, Preparedness and Response) Rules, 1996. This has been considered as a landmark evolution in the history of statutory provisions evolved at the aftermath of Bhopal disaster.

2. Led a strong team of senior level officials at the level of Joint director and down below up to Officers and supporting staff as incumbent chief for 8 years Led a strong team of senior officials.

3. Worked as Regional Head for about 1½ years and as In-charge Director for 4 years, Published a departmental booklet for the first time in the anal of DISH on “Gujarat on the move… in upholding & Protecting the Cause of Occupational Safety, Health and Welfare at work place”.as part of Golden Jubilee celebrations of the State This exclusive booklet christened as “Vikas Gatha” got released on 5/1/2012 at the hands of Shri Vajubhai Vala, then Hon’ble Minister of Finance, Labour and Employment and Transport, Gujarat State. It was widely circulated among many stakeholders and received highly inspirational and excellent feedback.

4. Organized National Level Chemical Industrial Disaster Mock drills were held at Surat and Alang under the guidance of NDMA which received accolades from different districts as well as  other state level authorities  of DM

5. To prevent highly probable accidents arising out of Drum Washers / Jet Dying machines in synthetic fiber processing industries in Surat, a prototype safer design was suggested at the behest our directorate. The industries were motivated to spent Rs. 4 Crore for compliance of safety measures. Thereby such accidents got reduced to minimum.

6. Organized a No. of safety and health awareness programs throughout the State.
