
Dr. Tikesh Bisen is a seasoned public health professional and technical expert in One Health, AMR, and pandemic preparedness and response, with over a decade of experience designing and leading surveillance and urban health initiatives. As Public Health Specialist – Surveillance at PATH, he spearheads the development of advanced surveillance systems, including operationalizing City Public Health Units and City Surveillance Units, and managing the rollout of the Rabies Free City Initiative across 15 cities. His leadership extends to managing the World Bank-funded Technical Support Unit at NCDC and implementing the AMRSense project under the prestigious Trinity Challenge in collaboration with IIIT-Delhi, ICMR, and Tata 1 MG. Nationally recognized for his thought leadership, Dr. Bisen authored a policy brief on One Health and AMR published on the G20 Brazil website. Previously, he led critical public health programs at JHPIEGO, Tata Trusts, and Reliance Foundation, and contributed to COVID-19 response as Additional Nodal Officer with Nagpur Municipal Corporation. A certified master trainer in IDSP and Rabies Control, he holds an MPH from Tata Institute of Social Science.

Operational Guidelines Launched at the National & State levels for
o City Public Health Unit: Prepared and successfully facilitated the adoption and launch of the Operational Guideline for City Public Health Units (CPHUs) by the state of Odisha. This initiative has laid the foundation for strengthening urban health infrastructure.
o Drafted the Operational Guideline for the Rabies-Free City Initiative, and this guideline was adopted by NCDC and launched the guideline on September 28, 2024, in the presence of key dignitaries, including the Secretary of Health, MoHFW.
o Drafted the guideline on
1) Leveraging community-based platforms for the prevention and control of Zoonotic diseases
2) Guidelines for the Role of Metropolitan Surveillance Units (MSUs) in Prevention and Control of Zoonoses
3) Communication tool kit for high-risk groups on pre-exposure prophylaxis for Rabies
These guidelines were adopted by NCDC and launched on September 29, 2025, in the presence of key dignitaries, including the Additional Secretary of Health, MoHFW.
