• Control of measles and other vaccine-preventable diseases in fully tribal Jawhar subdivision (from 1992 to 1996): In 1991, a large number of measles deaths were reported from Village Vavar-Wangani in Jawhar block. On this issue, offices of the additional collector, Addl. The District Health Officer and other departments were shifted from Thane district HQ to Jawhar HQ for resolving tribal issues Dr Kharat was posted as Additional District Health Officer to Jawhar in December 1992.With various innovations like the pada volunteer's scheme, the involvement of tribal Bhagats, the mini Anganwadi concept, and IEC in tribal hamlets, he improved vaccination coverage and halted measles outbreaks and deaths due to measles in Jawhar, Mokhada, and Wada tribal blocks

  In Bhiwandi there was huge resistance for vaccination in of Children and Pregnant women
  With the involvement of Muslim religious leaders and various innovative measures like the 'Arogya Sakhi' project with the support of UNICEF, the active involvement of Anganwadi workers improved vaccination, and vaccine-preventable diseases were halted at almost zero level
