• Support the Development and oversee the systems Interface Management project activities, and ensure that all Interfaces between contractors have been identified
• Responsible for all aspects of the interfaces including the Interface Control & Definition Documents and the maintenance of an up to date interface register
• MEP Estimator is the oversight and preparation of detailed cost estimates including quantity take off, material pricing, crew set development, construction equipment and subcontract assessments
• Duties include conducting cost and price analysis, converting estimates into cost budget, preparing cost studies, and beyond
• The Lead Estimator is responsible for:
• Developing methods, procedures, and processes to develop estimates and for casts on the Project

• Responsible for cost engineering, cost estimating, cost analysis/control, and planning , scheduling activities for the project
• Demonstrated advanced understanding of Estimating core processes and procedures
• Directs cost trend estimating, analysis, and control activities and schedule development, maintenance, monitoring, impact identification, and recovery plan development activities in the CMRL Project works
• Directs the preparation and presentation of on-project estimates and cost forecasts
• Supports Project Organizational and Administrative activities
• Provides non-routine cost engineering / Planning and scheduling guidance
• Identifies, analyzes, and provides innovative solutions to cost engineering and Planning / Scheduling problems
• Responsible for ensuring that all cost and schedule related functions on the project are performed in accordance with procedures and good practice
• Provides Technical direction, training, day-to-day supervision and coaching to project assigned Project Controls personnel
• Provide leadership to the planning, scheduling, trending, and cost control teams as necessary to meet internal and external customer requirements while adhering to the budget and schedule demands of the projects
• Responsibilities include managing, leading, and providing administrative and technical direction to staff of project controls professionals, interfacing with management, engineering, construction, contracts, and procurement, and driving innovative solutions to cost engineering and planning / scheduling problems with the intent to help executive the project efficiently and effectively
• Provide timely and accurate analysis and reporting to the Project Director / Manager
• Provide quality support to project and corporate management with organizational and administrative activities, including non-routine cost engineering / planning and scheduling guidance analysis, and presentations
• Assist in commercial operations and prime contract administration, and interface with customers
• Meet with and make presentations to client personnel
• Interface with Project Controls fictional department for reporting oversight and consistent application of procedures
• Responsible for effective execution of Project Controls programs on an assigned large or major Project / Program in accordance applicable Project Controls Department Procedures
• Directs Project Control activities, Develops, Interprets, and executes policy, objectives and standards applicable to cost and schedule control and analysis activities
• Prepares the Project Controls Plan for assigned Project / Program
• Reviews and approves Earned Revenue Determination Data, Proposal Financial Summaries, Project financial status reports and change for Project working Capital calculations for assigned Project/program
• Reviews contract drafts for Adequacy of cost and scope definition and Project Controls requirements
• Coordinates development of all data in support of negotiations
• Prepares, Coordinates, and directs Project Controls presentations to CMRL and client management, as required
• Plans staffing needs for assigned project / Program
• Conducts personnel performance reviews and career counseling
• Interviews candidates for employment and makes recommendations for employment decisions
• Participates in the development and training of assigned personnel and the implementation of on-the-job and classroom training Programs
• Advocate, Promote and engage CMRLs Health, Safefy and environmental policies and initiatives

• Responsible for Managing Testing and Commissioning of Rail systems

• Monitor/Track verification and validation of Interfaces, alongside Quality and T&C teams establish and maintain systematic, documented, comprehensive, and verifiable systems interface management process to be applied throughout the duration of the project

• Riyadh Metro Rail Project works
• Project Management:
• Steering the successful rollout of Riyadh Metro rail project operations with accountability of defining scope, setting timelines, analyzing requirements, prioritizing tasks and identifying dependencies as per pre-set budgets
• Review & supplement the detailed project report/concept report and all design reports
• Coordination with Experts of Traction Power supply, 33/25KV
• High involvement with 3rd rail and TJV teams during the Installation phase
• Analyzing the Track layout with TJV Track, S&T and Rolling Stock to review & ensure that the designs, method statement & specifications of different element of the system are compatible

• Manage the project start-up contracts / documents / agreements, due diligence, formulation and negotiations as per internal and external legal / commercial terms

• Perform quality audits for the contractor’s MEP works to evaluate the QMS performance and effectiveness of the project quality management system

• Ensure prior to starting of any activity onsite that all relevant quality procedures/approvals are obtained to ensure fulfillment of the works in a quality- controlled manner
• Issue observation reports and if necessary (via the AQA/QC Manager) Nonconformance Report (NCR), for any work/material deemed nonconforming to the project’s specs, approved drawings, codes and standards
• Conduct reviews on quality control log such as work inspection request, material inspection request, NCRs, observation, etc
• Raise-up the quality control concerns during the progress & management meetings with the contractor, subcontractor, and suppliers
• Ensure MEP scope of work quality status related to the nonconformance, discrepancy, quality rejection/ approval, etc
