Mohammad Sirajuddin

Senior Government Officer (Retd.) with over 36 years of experience in supply chain logistics of foodgrains from procurement to the end consumer i.r.o. paddy, rice, wheat & pulses, by Food Corporation of India (FCI). This includes procurement, transportation, scientific storage (in godowns as well as open/CAP (Covered & Plinth)), preservation & quality control at all stages. Having led national procurement operations, port-based QA operations in imports & exports of rice, wheat & imported sugar by FCI. Distribution of foodgrains through various welfare schemes of GOI through public distribution system (PDS), supply to defense establishments, related logistics, pest/insect control, FSSAI protocols and extensive field training programs. Has been a part of various policy decision-making projects and studies of FCI, ICAR etc. Currently active as a consultant for private warehousing firms supporting government contracts in the field of foodgrains storage in Maharashtra. In-depth knowledge of India's grain supply chain, national food standards and ground-level implementation of quality protocols across various climatic zones.

• 2012–2024: Served as Presenting Officer (PO) on behalf of FCI in Departmental Enquiry Proceedings (DEPs). Also appeared as Defence Counsel/Defence Assistant (DA) for Charged Officials (COs) in FCI DEPs conducted in Goa, Gujarat, Chhattisgarh, Maharashtra, and Andhra Pradesh, continuing this role post-retirement.
• 2022: Established a laboratory for physical and chemical testing of foodgrains and pulses at the godown premises of M/s. Blackstone Logistics Pvt. Ltd., Khamgaon.
• 2005: Part of a three-member committee (with the General Manager and Deputy General Manager, FCI Mumbai) for a pilot project transporting large quantities of imported wheat (received from 6–7 countries) using 1-ton slinging bags stuffed in containers. The rake was moved from the Container Corporation of India railway yard, Gandhidham, to the Sabarmati (Gujarat) container yard.

• 2009–2021: Imparted induction and refresher training to 400+ FCI and state government officials on procurement, storage, and preservation of CMR, pulses, and paddy in Chhattisgarh and Maharashtra.
• Conducted paddy quality improvement programs at procurement centres and for farmers/agriculturists via Krishi Vigyan Kendra, Baloda Bazar, Chhattisgarh.
• Supported the Rural Storage Scheme (Gramin Bhandaran Yojana) of the Government of India for safe storage of ~100 MT by farmers and entrepreneurs at Mandvi and Mundra (Gujarat).
• 2016–2019: As a member of the advisory committee (representing FCI), provided guidance on quality awareness for wheat, rice, paddy, and pulses production through interviews broadcast on AIR/Akashwani, Nagpur (Marathi) for farmers and agriculturists.

• 2018: Delivered a presentation on “Storage Structure: Past, Present & Future” at the Regional Workshop on Preventing Grain Losses: Scientific Approach, organized by the Entomological Society of India at Agricultural University, Pune. The event was attended by renowned agricultural scientists, CEOs, representatives of private and public sector organizations, and Ph.D. students.
• 2012: Participated in a high-level meeting at FCI Headquarters, New Delhi, to bring clarity to quality parameters. Contributed to the creation of Pictorial Depiction of Rice Refractions.
• 2004: Participated in the Rice Expo of SAARC countries, Mumbai, as part of the FCI delegation. Explained the intricacies of procurement, scientific storage (covered godowns and CAP), distribution through PDS, port operations for foodgrain import/export, and quality control to Indian and foreign delegates. Shared insights on the foodgrain supply chain and modern technologies adopted in SAARC countries, with special reference to rice in India.

• 2019: National Institute of Plant Health Management (NIPHM), Hyderabad — Advanced training on stored grain pest management
• 2016: Institute of Food Security (IFS), Gurgaon — Workshop on quality control of foodgrains handled by FCI from procurement and transportation to distribution, covering all aspects such as quality complaints, prophylactic and curative treatments, and pest/rodent control during procurement and storage
• 1992: Long-term training at Zonal Training Institute (ZTI), FCI, Mumbai — General training across all FCI departments with a focus on cadre-based (QC) training

• Twice awarded special increments in recognition of meritorious service in FCI.
• Won cash rewards from the Government of India for promoting the use of Hindi in office work, consistently for about 10 years.
• Received appreciation from senior FCI and state government officers for providing practical solutions to critical challenges in field operations, including port operations, procurement of CMR/pulses, and storage management.

• Badminton: Part of the college team, member of the selection committee, and coach for Kendriya Vidyalaya Sangathan, Bhopal. Represented Gujarat State FCI team.
• NCC: Senior Division ‘B’ Certificate – Army Wing (1980); adjudged best firer (LMG/303 rifle).

LITERATURE, ART & CULTURE

• Dramatist: Performed in the international documentary The Boot-Cake on Charlie Chaplin, produced and directed by Australian filmmaker Kathryn Myrald. Acted in Hindi and Chhattisgarhi plays, awarded for best performance.
• Poet & writer: Co-authored two books — one on the life and works of an Income Tax Commissioner, and another a compilation of Hindi and Gujarati poems. Poems and short stories in Hindi broadcast by AIR/Akashwani, Bhuj (Gujarat). Regularly recites poems in English, Urdu, and Hindi at events by renowned literary organisations.
• Additionally: Singer, anchor, event manager, and motivational speaker.
