The Government of India has initiated the National Cyclone Risk Mitigation Project (NCRMP)-II: Maharashtra, to address the cyclone risk in the areas of Maharashtra. BECIL (Broadcast Engineering Corporation India Limited) is the, National Disaster Management Authority (NDMA), is the nodal implementation agency at national level.
Under the project the purpose of this component is to develop a framework for dissemination of hydro-meteorological warnings and advisories from the authorities to the community and to receive feedback in the event of a disaster. Essentially, this will be a two-way communication system to reduce the vulnerability of coastal communities by addressing the critical gaps of early warning dissemination in a timely, reliable and efficient manner and providing an opportunity to the community to communicate with the authorities in the event of cyclone emergencies. The component will support:
- The installation of infrastructure allowing the State and/or District/Sub district level control centers to send communication directly to the community level and to obtain feedback from the community.
- Strengthening of community capacity in maintaining and operating the early warning communication infrastructure as well as in community mobilization during an emergency
The proposed early warning dissemination systems (EWDS) shall receive cyclone related alerts/warnings from IMD and disseminate to coastal communities and other stakeholders. The following sections identify the types/formats in which alerts can come (as input), the methods by which they can be disseminated (as output) and proposed flow of these alerts to various stakeholders.

The project has been divided into four following components.
Early Warning Dissemination System (EWDS)
The installation of an EWDS based Satellite , Radio, Internet and global System for Mobile Communication (GSMC) based Technologies , including strengthening State Emergency Operation Centers( SEOCs) to send the warning through different communication channels directly to the village level.
Cyclone Risk Mitigation Infrastructure
To increase the preparedness and reduce the vulnerability of the coastal communities through strategic infrastructure investments.
Technical Assistance for Multi Hazard Risk Management.
This will improve the quality of available information on multihazard risks for decision making and strengthen multi hazard risk management at a national level.
Project Management and Implementation Support
This component will support the incremental operating costs of the Project Management Unit (PMU) and the State PIUs.
Project Implementation Arrangement Includes
A central State Project Implementing Unit (SPIU) has to be setup at the State. This SPIU is responsible for coordinating and monitoring the implementation of the Project by the respective implementation agencies.
The Third party Quality Auditor (TPQA) will be appointed by SPIU, who shall report to it on its findings.

Planning & Implementation of Optical fiber rollout of 200 Kms in Mumbai Suburbs to connect 50 nos of Receiving stations of Supply Division in Ring Topology as a ' Primary Network'.
Planning & Implementation of Optical fiber rollout of 500 Kms in Mumbai Suburbs connecting 3000 nos of BSES Sub stations with their respective receiving station of Supply Division in Ring Topology as a ' Secondary Network'.
Survey was carried out for all the links and the best possible routes for the links were finalized in coordination with ISP Div. and BSES (REL) Supply Div.
The documentation of each link was maintained in a systematic manner consisting of as – build drawings, material utilized details, pre–cable laying test reports, splicing reports, OTDR with power meter and power source test report of the links.

Knowledge of Optical Fiber Splicing & Testing with OTDR & Power meter.
Knowledge of Testing & Commissioning of Optical fibre links.
