About TNSDA/TANGEDCO (Tamil Nadu State Designated Agency): TNSDA/TANGEDCO is a Nodal Agency of Govt. of Tamil Nadu to coordinate, regulate, and enforce the Energy Conservation Act within the state of Tamil Nadu in association with BEE (Bureau of Energy Efficiency), MoP, Govt. Of India.
1. Implementing PAT (Perform, Achieve & Trade) program under NMEEE (National Mission for Enhanced Energy Efficiency) which is one of 8 national missions under NAPCC (National Action Plan on Climate Change).
2. Supporting BEE (Bureau of Energy Efficiency) and TNSDA/TANGEDCO (TAMIL NADU STATE DESIGNATED AGENCY) in executing PAT-related activities in Tamil Nadu state, to meet Energy saving targets in high energy-intensive industries (Designated Consumers) from 14 sectors that include Thermal Power Plants, Iron & Steel, Cement, Commercial buildings & Hotels, Textiles, DISCOMs, etc.
3. Planning the annual activities of PAT for different rolling cycles executed in 3 years each as per the timelines.
Communication management:
1. Establish communication with all 92 Designated Consumers covered under the PAT scheme, to coordinate with Energy Managers and Plant heads during PAT cycles. Communicate relevant information on Gazette notifications, and targets pertaining to the PAT scheme to all industries.
2. Day-to-day follow-up with industry Energy Managers for document submissions as per timelines. Preparation and circulation of quarterly newsletters to industries to update the progress and latest developments in the carbon market.
3. Reporting to BEE on monthly and quarterly PAT activity progress.
Document Reviews:
1. Tracking of document submissions such as action plans, Annual Production and energy consumption, Mandatory Energy Audit (MEA), Monitoring and verification (M&V) reports, and Energy conservation measures.·
2. Review of Mandatory Energy Audit Reports that include performance assessment of utilities such as HVAC, Boilers, WHRB, Turbines, Cooling towers, kilns, Chillers, motors, Pumps, blowers, compressed air systems, etc.
3. Review of Monitoring and verification (M&V) reports submitted at the end of each PAT cycle to ensure energy and mass balance of the plant and recommend the no. of tradable ESCerts (Energy Saving Certificates) based on the achieved performance of energy savings in terms of SEC & total TOE.
4. Providing observations/comments on energy audit reports in order to assist the Energy Auditor in improving the processes and equipment performances and ensuring the energy conservation measures meet the PAT targets.
5. Review of implemented ENCOM measures that are recommended in MEA to ensure the progress towards targets.
6. As part of PAT deepening and widening, identify new industries with the help of DISCOMs to include them in the PAT scheme if their energy consumption is above the threshold limits.
Stakeholder Management:
1. Coordination with different stakeholders that include BEE, TNSDA/TANGEDCO, FICCI, 92 DCs, and SMEs.
2. Conduct webinars to all industries covered under PAT to educate about the documentation, ESCerts trading process, and the benefits of the scheme.
3. Conduct physical workshops to industries to motivate through expert speakers, suppliers, and service providers with the latest technologies and good practices on energy efficiency and conservation.
4. Monthly and quarterly review meetings with regional teams and management team on progress.
5. Engaging Legal Experts and legal panels to initiate legal action on industries for non-compliance.
