The Challenge: A "Catch-22" in the GST Ecosystem
In 2018, the GST framework lacked a functional mechanism for refunding advance tax deposits when a Casual Taxable Person (CTP) registration was rejected. While Section 27 of the CGST Act mandated the advance deposit via a (TRN) Temporary Reference Number , there was no "exit route" for those Refund Paid Advance funds if the registration failed.
