  • Prepare RFP's (Request for Proposals) from the approved Consultants, review their Proposals, evaluate and submit recommendations to the Client.
  • Organize and conduct presentations from short-listed finalists and submit recommendations to the Client.

  • Procurement Strategizing:
  • Manage the design process, review all stages of consultant's design documents, and issue comments to ensure compliance with Client's Budget.
  • Plan and manage the consultant's design process during the following stages: Concept design, Schematic Design through Construction Documents based on the selected Procurement strategy and agreed drawings submittal schedule.
  • Assist, in conjunction with the specialist consultants, in responding to any queries from the prime and other trade contractors.
  • Follow-up on any necessary amendments to the design and /or specifications to achieve any cost reduction as may prove to be necessary during the tendering and procurement stage to achieve cost reductions in line with approved budget.
  • Contract Management:
  • Conduct regular reviews with the client, cost consultant, design consultants, and contractors to follow up on cost issues. Weekly cost reports shall be published by the cost consultant following guidelines established by the Project Manager. The reports shall include cost to completion against budget, variance reports, trends, cash flow programs, contingency status, and forecasts and will be reviewed by the Project Manager for compliance with the established guidelines.
  • Oversee the processing and approval of invoice payments for all consultants and contractors of the Client and shall maintain register of payments. The Project Manager shall check the payment statement at Substantial Completion, Final Statement and Final Accounts submitted by the consultants and / or contractors, adjusting as necessary and making recommendations to the Client according to the respective terms of their contract.
  • Monitor the establishment of value of variations, obtaining the approval of the Client and working towards achieving agreement with the consultants and/or contractors. Maintain register of variations, both issued and under consideration, including details of approval status and estimated or agreed cost.
  • Based on the advice of the other consultants, notify the Client on the technical implications and the effect on the approved budget or cost plan where changes in the scope or specification are under consideration.
  • Coordinate and monitor the contract change order process and shall arrange for the consultants to furnish the Client with all necessary substantiation of proposed variations to obtain timely approval. Oversee that the consultants provide advice together with recommendations in a timely manner, in relation to variations submitted by the contractors under the construction contracts.
  • Evaluate, analyze and review of variations in collaboration with the concerned consultants for cost and time impact to identify the extent of financial exposure.
